Thaci, who served as Kosovo's president from 2016 until his resignation in November 2020 — the day his indictment was confirmed — had denied all charges against him. He surrendered to the court's custody in The Hague shortly after stepping down.

The tribunal's mandate covers crimes allegedly committed between at least January 1998 and December 2000, a period spanning the war with Serbian forces and the aftermath of NATO's 1999 intervention. Prosecutors accused former KLA leaders of responsibility for murders, arbitrary detentions and mistreatment of prisoners held by KLA forces, including at a detention facility in Kukes, Albania.

For practitioners, the conviction represents a rare instance of a state creating a hybrid international court with jurisdiction over its own former head of state, and then seeing that process through to verdict.
